International evaluations & government guidelines
Independent systematic reviews and official guidelines that questioned the scientific basis of paediatric gender care — and in many countries led to restrictions on puberty blockers and hormones in minors.
Cass Review [UK] — The independent evaluation of NHS gender care for children and young people led by paediatrician Hilary Cass. Final report April 2024 — concludes that the evidence for puberty blockers and hormones in minors is 'remarkably weak'.
UK National Archives — Cass annexes [UK] — Official British web archive with the archived Cass reports and annexes after the GIDS portal was taken down.
University of York — Cass systematic reviews [UK] — The York team produced the seven systematic reviews that underpinned the Cass Review.
NICE [UK] — NICE reviews (2020) concluded that the evidence for puberty blockers and hormone therapy in minors is of very low quality.
NHS England [UK] — Stopped routine puberty blockers for minors outside research settings in 2024.
SBU (Sweden) [SE] — Swedish state institute for systematic care evaluations. Concluded in 2022 that the evidence for hormone transition in minors is insufficient.
Socialstyrelsen (Sweden) [SE] — Tightened the guidelines in 2022: puberty blockers only in research settings.
Palko (Finland) [FI] — As early as 2020 determined that psychotherapy should be first-line treatment for gender dysphoria in minors, not hormones.
Ukom (Norway) [NO] — Norsk helsetilsyn report 2023: gender care for children does not meet patient safety standards.
Sundhedsstyrelsen (Denmark) [DK] — The Danish Health Authority restricted hormone therapy in minors in 2023 to a much smaller target group.
